●  協(xié)助政府搭建PPP項(xiàng)目管理架構(gòu)；-
    Assist the government to build PPP project management framework;
 
●  編制項(xiàng)目實(shí)施方案，具體包括風(fēng)險(xiǎn)分配基本框架、項(xiàng)目運(yùn)作方式、交易結(jié)構(gòu)設(shè)計(jì)、合同體系安排、監(jiān)管架構(gòu)、采購(gòu)方式選擇等。
    Prepare the project implementation plan, including risk allocation framework, mode of operation of the project, the design of trading structure, contract system arrangement, the regulatory framework, procurement mode selection.

項(xiàng)目采購(gòu) Project procurement

●  為政府代理招投標(biāo)；
    The government bidding agent;

●  協(xié)助產(chǎn)業(yè)方編制響應(yīng)文件、開(kāi)展融資方案設(shè)計(jì)和協(xié)助談判；
    Assist industry financing scheme design and preparation of documents, assist in the negotiations carried out response;

●  派遣評(píng)審專家參與響應(yīng)文件評(píng)審。
    Send experts to participate in the response document review review.

項(xiàng)目執(zhí)行 project implementation

●  協(xié)助社會(huì)資本方和政府指定機(jī)構(gòu)開(kāi)展合同簽訂和融資交割等工作；

●  協(xié)助金融機(jī)構(gòu)行使介入權(quán)等；
    To help financial institutions to exercise the right to intervene;

●  協(xié)助項(xiàng)目實(shí)施機(jī)構(gòu)制定項(xiàng)目產(chǎn)出績(jī)效指標(biāo)；
    Assist project implementation agencies to develop project output performance index;

●  協(xié)助項(xiàng)目實(shí)施機(jī)構(gòu)、政府和社會(huì)資本合作（PPP）中心進(jìn)行中期評(píng)估。
